I haven't seen symptoms like that. Have you tried running alpine under 
strace to see where the delays are occurring?

Also, I highly recommend Eduard Chappa's fillpara patch:

   http://staff.washington.edu/chappa/alpine/patches/${VER}/fillpara.patch.gz

(where $VER probably equals 2.00, but I don't know if you're running a 
different release). The Ctrl-J paragraph reformats are much smarter.
