Sorry, I didn't write clearly.
You're embedding references to photos on PhotoIP in the pages (as iframes)
on WebIP, then?  Or is WebIP acting as a proxy for the photos?

Sort of.  On PhotoIP, you'll want to permit access for any IP, if the
Referer is WebIP.  There's an example at the bottom of
http://httpd.apache.org/docs/2.0/env.html
