Ken,

   Nope; no endless loop. But, it quickly returns the command line.

   There _must_ be a location where these environmental variables are set so
why is it so difficult to find?

   In /etc/lilo.conf's global section at the top I have: append="
vt.default_utf8=0" and that seems ineffectual.
