I am sometimes able to get ONE service of a URL I type in. But if I try 
to navigate somewheres else, or open a new tab (ctrl-T) and type in 
something there, those do not load.

Maybe we can call the situation the 'SEIU' (i.e, do-nothing public 
workers union) mode?
