I'm now pretty sure it's Java. The worst website for this was a message
board where updates (w/r/t new messages by others) are automatically
sent by Java. I disabled these auto-updates. While the vertical black
bar still appears, it's a lot more narrow, and no longer visibly affects
system performance.
