Oregon IEEE Communication Society presentation:
Emerging Standard for Consumer-ownable Digital Personal Property
Paul Sweazey 

The potential social and economic benefits of enabling consumer
ownership are huge. The IEEE P1817 Working Group is defining the
technology to support the consumer notion of ownership.  In addition,
the Working Group is advising the IEEE-USA's Intellectual Property
Committee (IPC) on public policies to formalize the legal rights of
consumers to own their purchased digital products.
