... so if you pop for the $15/month they charge for a static IP, you
should be okay.

However, if you take their TOS use of the word "anyone" literally,
unless you have written approval from Comcast, no one on or off your
premises can use the service!

   The Service cannot be [...] made available to anyone on the
   Premises or outside the Premises [...], directly or indirectly,
   unless done with written approval in accordance with an applicable
   Service plan.

This is the kind of crap that makes Comcast repulsive.  They love your
money, but they hate you.  The bitter reality is that they have about
the only decent infrastructure in Portland obtainable for less than a
few kilodollars/month.

If it was me (and I was out in the 'burbs), I'd go the 25/25 route
from Frontier, just because they deliver it on glass, and that sort of
thing should be encouraged.
