Yes, it looks like Lenovo has set up a redirect to that URL.  They
sell both refurbished, as well as new (but usually slightly older)
models of whatever excess they have in stock.

They're all sold with varying levels of discounts to help move
older and refurbished inventory.  It appears they don't currently
have any T-series Thinkpads listed there, but the stocks there
change frequently, so it's worth checking if one is in the market
for a new laptop and doesn't need the latest, top-of-the-line
model.
