I could have been more complete, it was "one of *THOSE* days"!

One of the links 
{https://wordpress.org/support/topic/error-while-installing-themes/} 
suggests that a modification to a configuration file addresses my situation.

Another {https://codex.wordpress.org/Installing_WordPress} covers using 
cPane, phpMyAdmin or MySQL Client with localhost.

This morning I found "Localhost Installs Forum" 
{https://wordpress.org/support/forum/localhost-installs/} which has over 
300 posts.

I have a cornucopia of reading ;)
