Whatever radio signal the AP is seeing on the same frequency band it's
operating on.

It's supposed to be a quick visual indicator when you've got multiple APs
connected in a mesh network. Mostly useful for initial placement and
testing of the Wifi network but it also blinks if the AP is searching for a
signal because it isn't peered up with another AP in the mesh network or if
the AP is in a fault state.
