Different distribution, similar problem.
My wife's LinuxMint distribution started being unable to open the USB
scanner with either xsane of simple scan some years ago. With later
updates, the problem got worse and the work-around would not work. So we
plug in the old disk, do the work-around, scan, save, and switch back.

The work-around with the old installation was to first determine where
her Brother HL-2280 was attached.

/lsusb //
//Bus 001 Device 005: ID 04f9:0272 Brother Industries, Ltd //
//Bus 001 Device 001: ID 1d6b:0002 Linux Foundation 2.0 root hub //
//Bus 005 Device 001: ID 1d6b:0001 Linux Foundation 1.1 root hub //
//Bus 004 Device 001: ID 1d6b:0001 Linux Foundation 1.1 root hub //
//Bus 003 Device 002: ID 046d:c00e Logitech, Inc. M-BJ58/M-BJ69 Optical
Wheel Mouse //
//Bus 003 Device 001: ID 1d6b:0001 Linux Foundation 1.1 root hub //
//Bus 002 Device 002: ID 045e:000b Microsoft Corp. Natural Keyboard Elite //
//Bus 002 Device 001: ID 1d6b:0001 Linux Foundation 1.1 root hub /

Then chmod on the device as follows:

/sudo chmod a+w /dev/bus/usb/001/005 /

Might not help you, but had to give it a shot.
