Here, using emacs-26.3 it didn't work for me.

Rather than spending more time chasing my tail on this I cut all the out of
position rows and put them in a separate text file. Sorted those then
manually placed them in sequential order. There were a dozen rows so it took
less time than I had already spent on this. :-)
