[PLUG] printing to scale part of a pdf document

Gimp sounds good.  I have in the past had some trouble controlling the
print scale in Gimp.  Now would be a good time to figure that out.
This document is not mine; downloaded from a City of Portland website.  I
know nothing about its organization.
