[PLUG-JOBS] (JOB) Why more contract / temporary positions?

In my experience, temp agencies and contracts-to-hire provide a sort of
safety net when hiring. Any number of factors could be involved in a hiring
decision and having 3 to 6 months to "make sure" is a very valuable asset,
for the company doing the hiring. The job market around here isn't exactly
clamoring for new talent so employers have little incentive to take higher
risks right now.
