I'd bet that rural Oregon would feel it if the metro area stopped 
sending its tax money to Salem; in 1999 hundreds of millions of dollars 
  flowed from the metro area to the rest of Oregon in the form of tax 
and fee contributions that were not recouped at the same rate.  In 1999 
at least rural Oregon needed the metro area to live the lifestyle to 
which they'd grown accustomed.  It would not surprise me if that was 
still the case in 2003 and will continue to be the case in the future.
