It hasn't been because the "reform" wasn't about making it more
efficient. It was about making mothers work in lousy jobs and spend
all the money they earned on daycare.

Welfare _at its peak_ was something like 30 billion. The Food Stamp
program in 2002 was slightly over 20 billion. Combined, that's like
$180 per capita a year. The defense department just _lost_ 2+
trillion! Lost! They don't know where it went! Talk about a money
pit!
