The laws of Oregon REQUIRE that police respond to domestic violence 
reports IN PERSON.

They also require that someone be taken into custody if there is any 
indication of violence. Evidence of violence can be as little as hanging 
up on the 911 operator. Interfering with the report of a crime is a 
crime in this state. So, hanging up the phone when your girlfriend calls 
911 (whether she has cause to or not) is a crime and you can do a year 
in jail. It's better to let her make the report, have the police come 
and find out that nothing was really going on.

I know this because I watched my friend go through some very difficult 
times due to domestic violence issues. I did some research, and found 
out how it works, at least, in Washington County.
