The problem is, it doesn't actually work.  Due to things such as jail
overcrowding, people are rarely taken in to custody... and even if they
are, they're out within twenty-four hours.

And, please, don't even *suggest* restraining orders...  :-)

The system doesn't work very well with domestic violence - IMO, it
should be a lot harsher and less forgiving.
