Washington county will only release someone from the jail with what is 
called a "no contact" order. Like a restraining order, but precludes ALL 
contact.

If the victim is contacted in any way (email, visually, etc) then they 
call the cops, and they put the perp back in jail, and they won't get 
out until they see a judge.

I personally know someone that went through this as a perp. I find it 
extremely hard to believe that reported cases of domestic violence get 
blown off.
