Agreed.  But, I don't think anyone would think it is a guide to 
policy.  It's clearly a statement about personal ethics and how
one should be treated, since it mentions "just deserts".  It
also talks about "one" (as in "anyone").  It's clearly a comment
about individuals and how they should be treated.

Those who abdicate their responsibility don't deserve consideration
when one is making judgements.  Equivalent aphorisms are "penny-wise
and pound-foolish", "you can't win if you don't play", "treat others
as you would have them treat you", etc.
