Russell,

   Find a used camera tripod head, the type with three separate clamps for
adjustment (yaw, pitch, and roll). You can mount it on a baseplate with a
compass rose (created with PSTricks, naturally), and a protractor for
elevation/altitude angles.

   Try Blue Moon Camera and Machine on N. Lombard. Jake may have an old head
from a tripod with crippled legs. You can make the compass rose and
elevation curve on the computer and mount them on 1/4" plywood or MDF.
Finish and seal edges to protect from the normal Portland weather.
