Jason,

   The person you want is the CEO. He has a team of acolytes who deal with
such issues before a wave of negative publicity washes over them.

   Most bank web sites do not contain a list of management. However, SEC
filings do. There's probably a directory of all financial institutions
equivalent to the Thomas' Guide to Manufacturers. Google and the public
library are your friends. The latter's research department will speed your
search.
