Lots of mail programs support MDNs, I know Kmail supports them I'm pretty sure 
evolution did as well.  So the program doesn't have to be outlook.

The notifications can be turned off in pretty much every mail program I've 
seen (Including outlook), so they are of dubious value anyways.
