To be more specific, you can build and host websites, you just can't
host them at your endpoint. They have upsells on providing you with a
website hosting presence, presumably at a data center:
http://business.comcast.com/internet/website-hosting.aspx
The pricing is insane enough (starter package comes with three, yes
THREE whole web pages!) to encourage people to host elsewhere. Same
with email (they sell exchange) and other popular services.
