Note: You can still dial 911 using the cell network.

With Skype, you can pay for a SkypeIn number, or use a free number from
http://www.ring2me.com/ (Interesting service.  You pick an area where you
want a number, and they give you a number + extension.  No charge.)

I think Google Talk still has free inbound numbers too.
