[PLUG-TALK] Is "software program" marketing speak?

When I first learned to write computer code I wrote software. For some 
years now I've been hearing about software programs. To me that's from 
the department of redundancy department. Is that just marketing speak or 
is there some real distinction being made?

In a similar vein, when I watch some programs on HGTV I hear them 
talking about design plans. That sounds to me like the same redundant 
phrasing.
