There are lists of valid card numbers out there, and programs that will generate them.
I had my card compromised and charges started appearing from Florida and New Jersey, on the same day. Fortunately, the charges where of a nature that it was unlikely that I was in both locations at once, and I had not yet been to the East Coast.
In my case, they were actually using a cloned card. A blank card with the magnetic stipe encoded. Those work in things like gas pumps and ATMs. Fortunately, I too was reimbursed for the charges. I’m sure the business was as well. It would either come from the card issuer (Visa, MC, Amex, etc) or from their own business insurance as a loss recovery. If there wasn’t enough loss of this type, then they at least get to claim it as a deduction on their taxes.
This is why we’re now getting issued embedded chip cards.
