I think that's what my 1972 house had, and I suspect the meter base was 
Federal-Pacific, too. When we had the panel replaced (somewhere between 
1997 and 2000), we had the meter base replaced, too. When the 
electrician took the meter off he found that one of the spring clips the 
meter blade goes into was wrapped with iron wire. Apparently it had lost 
it's springiness and, rather than replace it, someone "fixed" it with 
the iron wire. I'm glad that it's properly fixed with a new meter base, now.
