Open the file in Audacity and look at the graph. Click on View > Zoom 
Normal. If there's noise between voices, then Audacity can clean it up. 
Highlight a bit of the noise that looks similar to most of the noise. 
Then click on Effect > Noise Reduction and "Get Noise Profile." Move the 
cursor back to the beginning of the file and click on Effect > Noise 
Reduction again, and go to step 2. You can Preview (button on the lower 
left of the Noise Reduction window) if you want to hear what it sounds 
like. If you like what you hear, go ahead and click OK. Once that's done 
(could take a few minutes) listen to what you got. If it made things 
worse, just hit <ctrl>Z. If it wasn't enough, repeat until you're happy 
with it.

I have had good success getting rid of restaurant background noise in an 
interview between two people at a table.
