Illegal in Oregon. A deed conveying less than the full amount of land
as in the recorded plat map is a violation of planning and zoning laws.
The only way around it is to file for and obtain a land division (thus
changing the recorded plat map), which will normally be dismissed out of
hand unless the request is in accordance with the current comprehensive
plan of the jurisdiction.

Mind you, there are numerous benefits to these laws, but I leave that
for a later discussion.

More to the point, you can obtain a periodic rental or lease of an
entire parcel which will grant you all the rights of an occupant,
including the right to whatever internet connection you desire.

And yes, I am aware that Denis' suggestion was tongue in cheek. Even if
Keith purchased or rented an entire parcel in an area serviced by
Century Link they still could not provide service outside of an area
where they have their fiber on the poles in the street.
