If this is one of the carriers that resells service on the big carrier networks, keep in mind most all of those that resell are subject to being 'cut off' if the carrier infrastructure gets flooded. Which basically means if an event that causes lots of people to want to talk to lots of people (natural disaster type event) you probably won't have service until usage drops back down. 

It could be during times when AT&T is seeing a spike in AT&T traffic, so they are turning off all but connected sessions. 

They put this in small print.
