My feeling, based on the reporting - it is out of manufacturer's hands:
- CDC fully controls all aspects - the test supply, who can test and who can
be tested.
- CDC decided to manufacture test themselves - they screwed that up - making
not broken tests
- CDC tried to hide it - by restricting demand - by restricting who can be
tested
- The result is a mess and people are dead
Normally - CDC is competent - in today's political climate - competency and
taking initiative - will, I stress WILL, get you fired, and your brother too.
So, if I would be a manufacturer or a lab capable of making test and/or testing
- I would do nothing against this vindictive clique running the show. You would
get sued and end up in chapter 11.
Bill Gates with his health foundation for saving the "third world" is one of the
very few people who can actually take action and do not get bankrupt in some
administration payback for providing real data about how serious the spread is.
Just my 2c,
