Google has canceled Cloudprint, so local printing is supported.  It uses 
cups under the covers.

Giving my mom a Chromebook has greatly simplified my life.

BTW, modern Chromebooks can run linux apps.  For example, I have run 
thunderbird and firefox on mine.  If you want to do this, I'd recommend 
an i3 or better, as application startup can be quite slow otherwise.
