in the last 42 debian releases, i used to be able to

    cat > /etc/apt/sources.list.d/01norecommend << EOF
    APT::Install-Recommends "0";
    APT::Install-Suggests "0";
    EOF

that no longer works in bullseye, someone got cute

a half hour down the capybara hole:

   i think the filename needs to have a `.sources` suffix; but, to be
   honest, i am still not sure

   and the net of a million lies shows a lot of isc-like curly braces,
   but that has not worked for me yet

shall we just say that the syntax diagnostics could be improved

anyone else been down this hole and survived?
