No, disrespect, just words of wisdom. You are likely taking on more than
you could chew, unless you have a lot of time in coming month(s). There is
a lot of technology to learn before you can make functional, non trivial
mobile + browser website from scratch.

Some/most people use web frameworks to achieve that. Somebody here
mentioned using bootstrap long time ago - that is one of the simpler
options.

I am not best person to advice you, but website design has moved on from
writing static html + css from scratch in text editor  if you want not
trivial website.

... Not a single person can make clippy from scratch these days. You would
need mine, smelt the iron, find some nickel, make wire, electroplate it.
Make pliers, bend it .... Much easier to get to car made by others, drive
on a road build by others, ..... store and spend $ to buy a box... Good
websites are that kind of problem.
