[PLUG-TALK] Resetting an iPhone 4?

Hi, I inherited an old iPhone from my mother-in-law, who died last spring.
It is in pristine condition and probably barely functional as a cell phone
because of age (probably no LTE, for example), but it might be nice as a
media player or other gadget.

I have reset it, it is asking me for an apple id and password, and looping
on that activation step. Anybody know what I need to do to "take
possession" of it in the eyes of apple?
