I can confirm that the iphone 4 can do 3G at best. it will say 4G in its
status bar, but this is a lie with a story behind it I find rather amusing.
I don't know of any carriers still supporting 3G, if anyone does know of
such a thing please tell me.
I have reset it, it is asking me for an apple id and password, and looping

there are multiple layers of "reset" for apple devices. you will need to do
the invasive one, which involves installing itunes on a supported OS
(windows or mac). there is an alternative application called "iMazing"
which does a lot of the same things as itunes, plus a few additional
features, but suffers from many of the same problems we have with apple
software: proprietary and limited OS support. it pulls in the apple drivers
as needed on a windows system.
I do not know of a way to fully reset a phone without software support, and
I don't know how to do this on linux.
