Google voice can make Wifi phone calls. You might have to buy a phone
number for $15 or so. I can't test it with a non-sim phone, because it
is a PIA to take out the sim, but it is possible that it will work for
what you want. I transferred my landline number to Google voice when I
cancelled my landline so I did not have to buy a number.
