 It can safely be cleaned out every reboot. Other than that, leave it alone. 
Just firing up an Internet connection, for one example, creates a raft of 
/tmp files. Many programs need /tmp files, I leave them alone. I check it 
occasionally for leftover garbage, but most programs are good at cleaning up 
after themselves.
