[PLUG] Oregon Open Source bill 941 hearing summary

Just got off the phone with State Sen Bruce Starr.  He's all for the Open 
Source bill, but he doesn't think it's going to get too far this session 
(they're frantically trying to get out of Salem by Labor Day).

He said that this bill needs to be managed better so it will pass next 
session - said something about the speaker (Minnis) getting spammed by 
supporters which made her angry to the point that she won't support it at 
all this session no matter what. (and of course he mentioned Microsoft 
lobbyists wielding influence).

...of course, if the supporters were not being impolite then it's hard to 
understand why she wouldn't want to hear from her constituents (those 
pesky constituents!)
