I don't think anybody would lose their job over this bill, there might
be a few jobs that don't get created, and some people might have to get
a little training.  This is because we are not talking about going in
and replacing systems that are currently in place.  This would only
effect new systems and upgrades.  New systems are new hires, so maybe
they don't hire as many new people.  Upgrades take time and there would
be training anyway, attrition would generaly take care of the lowered
head count.

It may be that they did think of it, but did not dare admit that their
FUD was false.
