It really does, I don't dispute that at all. Did we need a supervisor to
watch the worker dig a hole? Perhaps, but it wasn't good enough so we
added a manager to make sure the supervisor was supervising. But who
watches the manager? We hired "External QA" to watch the manager. In the
end we are left with one person digging and 3 people watching.
