[PLUG] The house bill, a possible problem...

The opposition certainly likes to make that claim.  Yes, it is 
true that ORS 291.038 talks about "rules, plans and 
specifications ... based on ... open systems" and even defines 
what "open systems" means.

But one look around the offices of the Legislature (and my 
experience at ODOT) makes it painfully obvious that ORS 291.038 
is being ignored.  The State of Oregon is NOT, by and large, 
implementing open systems so it was time to get their attention.  
One of the best ways to get their attention is to propose 
legislation.

I guarantee you that DAS is paying a lot more attention to ORS 
291.038 today than it was six months ago.
