Sure. Any thing said has implications. If you want to state something 
explicitly, one custom is to say so, for example, "I'm explicitly 
conveying this message" is often used as a marker for one's intent.

But, you asked about the reason. I simply saw "Microsoft Exchange" in 
the header and wondered how vulnerable my government is and how liable 
for BSA audits. That's curiosity and concern, not malice. (Explicitly 
now, if that was still unclear).
