This was a deal that Intel negotiated with Washington County. Part of 
this deal was that Intel was given $200 M in tax breaks, and that after 
they play off several states, and foreign markets, to find the best 
deal. No matter how much Oregon caves in, Intel will eventually move 
completely offshore to placate the shareholders.
