Please go back and re-read the thread.  I have NEVER advocated 
scanning lion, and even criticised David for his post hinting 
that we should.

Nor do I, and I have never said that it is.

OSS will eventually succeed on its merits.  But it can he helped 
along that path by carefully-crafted legislation, and help State 
government in the process.  It's not an either-or situation in 
which one way wins and the other loses.

Thanks for your thoughtful post.  I agree with you.

And I'm glad that you've met some competent IT admins at the State 
of Oregon.  Sadly, that was not my experience when I worked 
there, and I can only speak from my own experience.
