No it is not cheating ... It is legalized stealing.

There should be a law that allows getting cash rebates for products even
if you have not bought them. I want my $1000 cash back for that new car at
that dealership, but I don't think it is fair that I actually have to buy
the vehicle to qualify.

I support given every parent a $400 dollar child tax credit even if they
are on welfare and pay no taxes.
