The Ubuntu forums are massive compared to any other distro, and they
have a pretty good search utility. I'd recommend searching on "VIA" to
see what turns up. If nothing turns up, post yourself in an appropriate
forum. I've had excellent results posting about various problems that I
have had over the years.

Bear in mind also that from the Grub boot menu the Recovery Mode will
boot you to a command line. I have found this extremely handy when
fixing video problems because it allows you to log in without loading
X. From the command line you can use wget and dpkg or apt-get to
install different video drivers or reconfigure the video.

I also find it interesting that your video works in 9.10 but not 10.04.
This smells like someone changed the video driver for 10.04, and
apparently not for the better. Maybe you can find the older driver and
install it instead of the new one. To find a driver that works try live
CDs for other versions of Ubuntu or other distros. If you find one
where the video works fine, check out which video driver it is using.
