Actually, now that you mention it, I'll admit I've never actually
*looked* under the covers to see what's going on in the Google Voice
app on the phone...

On my phone (again unbranded, Nexus One, so I get stock Android from
Google, yadda yadda) I get the option to complete calls either with my
network *or* with Google Voice. When last I checked, my GV calls
didn't seem to eat any minutes, but who knows what sort of black-magic
they have going on behind the scenes to make that happen.

I do know that on the desktop there is no VOIP with Google Voice
(which is something many people have wanted) so it stands to reason
the same can be said for the Android App.
