Yes, that is along the same track. Interestingly enough, the HP docs don't say press F10 (or whatever) on boot ... they say as soon as the power light goes on, start pressing F10 repeatedly (at least once a second, although I tap away rat-a-tat-tat). That would fit with the keyboard not being initialize until the OS gets around to it. Progress, you cannot beat it ... well you can, but it still won't go away!
By they way, the Acer tech said to just press F10 and hold it down until the desired result appears.
